You become able to use Energy points to increase the damage of an attack you make that deals electrical or energy damage, and you can spend them as a reaction when dealing this type of damage, increasing the damage by an amount equal to the total Energy points consumed.

Offensive Aura. With an action and a use of this Rune, you imbue your body or a weapon you are wielding with healing energy from your Reactor. For a number of rounds equal to your proficiency bonus, your unarmed attacks or attacks with the imbued weapon deal your proficiency bonus as additional Force damage.
